H. T. Harvey & Associates assisted with permitting and preconstruction surveys for three different phases of the I-80/I-680/State Route 12 Interchange project. Our team helped to prepare and manage permit applications submitted to the U.S. Army Corps of Engineers, the Regional Water Quality Control Board, and the California Department of Fish and Wildlife. We also performed required preconstruction surveys for special-status species and intensive construction monitoring.
Each phase of the interchange project presented its own unique challenges. Sensitive biological resources addressed during the permitting process included wetland and riparian habitat, as well as habitat for several special-status species. The second phase of the project involved intensive consultations with the resource agencies and extensive searches for habitat mitigation opportunities. Potential mitigation actions considered included purchasing credits at mitigation banks and preserving habitat lands through local land trusts.
