H. T. Harvey & Associates assisted a solar energy developer with the siting and permitting for a proposed 15-megawatt, photovoltaic solar energy generation facility in Sacramento County. Our team worked with the project developer to design the project to minimize impacts, which resulted in the timely issuance of a nationwide permit and a Concurrence Letter from the USFWS. Services included:

protocol-level surveys for federally-listed vernal pool crustaceans
plant surveys
assisting with 404/401 permit application packages
securing all required compensatory mitigation for a proposed
preparing a Biological Assessment analyzing the proposed project’s effects on federally listed species, primarily the vernal pool fairy shrimp
providing a revegetation plan for areas of the project site temporarily disturbed during project construction
resolving nesting bird conflicts, including an occupied nest of the California-listed Swainson’s hawk located immediately adjacent to the project site
identifying the ideal location for facility construction within the project site that would minimize potential biological impacts to the extent possible.
